Will new Savages/Stevens wear in as in the bolt. The Stevens that I have has a really stiff bolt. Stiff to cock and also to work the bolt. I have a Winchester and it is no where as stiff and is real smooth. I have to be deliberate when cocking the bolt and working the bolt. Hopefully it is because it is new and will wear in.

Look on the forums over at savageshooter.com. The is a mod that is inexpensive to do and lightens up the lift. You might also try some greasing between the lugs on the bolt, this will help some.

Also add a small touch of grease to the place on the rear of the bolt that contacts the action. This is where you get your primary extraction.
Cycle the crap out of it and it will smooth out a bit.

The ball bearing and 38 case trick does help. You will see it if you look. Some people make it as a "kit" if you are not wanting to do your own.
I think some of it comes from the floating bolt head design. Any idea anyone?

There are many things that can be done to smooth up a Savage.
Firing it is the best one.
I like the bolt lift kit. I do them to all my rifles. I'll shorten or shim the BAS, not trim the cocking sleeve.
I also take my dremel and polish the cocking ramp, the bolt body under the rear baffle, and the primary extraction area of the rear baffle.
I also check to make sure the cocking sleeve is round, or it will drag in the bolt body.
