Rifle Scopes Question regarding mfg specs (elevation)

When a scope mfg states the elevation of a given scope is that from a centered erector tube or is that the total value? In other words would a scope stating 100 MOA have 100 MOA from center or 100 from all the way down to all the way up.

Honestly I know I should already know this but I previously never paid attention as it didnt pertain to the distances I was shooting. Looking to go considerably further and want to get the right scope for the task.

Also is there a formula to calculate how much vertical travel is restricted as windage is added?

Usually it's the total value, windage might be given as +/-, but that's pretty clear if it's stated like that.

As to elevation restricting windage, I've never even seen that mentioned in a spec sheet at all, although it does seem to occur with most scopes. It's not a given though, as I've tried to outline here. If in doubt, ask the manufacturer if his specified elevation/windage values are fully usable or inflated to look good on the spec sheet.
