I am currently attending gunsmith school have been a machinest for 20 years and I have to build a bolt action rifle. Here is what I have Rem. 700 action will be blueprinting the action, McMillen A3-5 stock lilja barrel 3 grove hand lapped 1-10 twist 24 inches long will be 300 RUM with bushnell 6500 on top. Would like all of your input and advise thanks

Sounds good although I would personally go longer barrel for RUM. 24" will work but 26-28" would be ideal IMO but you probably don't have the option to use the longer barrel do you? Unless it's a long enough blank anyways. Other than that it sounds good!
