What is the best method here? Chemically de-greased and bone dry? Loctite (which one)? Light machine-oil, as they ship? I do not want them backing out for any reason. I have heard multiple things, curious what others thing/do, etc.

Clean and dry is what I use. With proper torque, to specifications, I have never had a scope ring shoot loose.
That said, there are certain ring manufacturers that will provide screws that have a thread locker already applied. I will use them and not clean them.
Some folks will apply a thread lock compound. The low strength stuff is more or less OK. Permatex owns Loctite now and they have a thread locker that is specific for small diameter screws. It is pretty good stuff but makes casual disassembly a PITA. Never coat the threads with this stuff, use a pin or the pointy end of a tooth pic and apply only the smallest of drops to one side of the threads. For good results, use a primer and prime both the male and female threads then apply the tiny dot to one side of the screw only.

I use blue loctite on all screws and witness mark them. If I ever have to remove them I clean them with a brush and either mineral spirits or acetone to get all the loctite off. Let them air dry and re-apply the loctite as needed to reinstall. I only apply a small single line of loctite to the screw since it will disperse as it threads in.

Depends on the rifles job . For general use and local comps , I clean the fasteners
and blind screw holes with brake cleaner . After the cleaner dries , I put a very small
amount of lube on the end of the fasteners before being tightened to spec . Dry screws
drag a little , breaking out the torque device at an artificially low point . The lube helps
eliminate any corrosion issues , and assists easy disassembly .

I swap scopes a bit , to test other folks rifles and do load tuning so I don't loctite for
general use . If I working overseas again , or for a very important comp , then blue
loctite would be used on everything that needed it .

I use some of my wifes clear finger nail polish and put a little bit on the ring cap screws with the little brush in the bottle. When i put an optic on it goes on with intentions of never coming off. Thats why i use a little extra security.
