Plus 1 for Plasti Dip. I use it to "lock" pluck n pull foam. If you cut the foam like you would a solid sheet of foam then spray it with a few coats of Plasti Dip it no longer plucks or pulls. That way you can use the stuff that comes free in the case. Non marring and doesn't come off. I think it would work well to put a rubberized surface on a shooting bag. Mask as you would with any other spray paint. Spray in multiple thin even coats.
