Well if your will to survive is strong enough and the local food sources are depleted, welcome the the influx of refugees in as a last ditch supply of food. It's happened many times before and will happen again during desperate times.
During the Holodomor it is well documented that mothers would kill one of their children to feed the other children and themselves.
Never underestimate a starving animal of any kind. A starving human goes into a completely different state of thinking and rationalizing things. Completely unimaginable to a person whom has never been near death starvation.

Well, now that cannibalism has been brought into the conversation I would again like to remind folks the point was to talk about kit. Don't get me wrong, I appreciate all the wisdom here, I really do. And, as my SERE cadre used to say "everyone is only 72 hours away from killing their neighbour".
Practically, I have neither the mettle nor the interest in surviving a Holodomor type event. I'm just not that morally adaptable. I do, however, want to be able to get my family ahead of the rush in a period of limited social unrest.

Can you comment on the phenom scanner I linked above? Did a little research on it as an alternative to a nox35 before rejecting the idea but it seems like a lot of bang for the buck. Also do you have a ruff lead time on the nox35? We are waiting for a couple things to shake down but will most likely be ordering in 2-3 weeks. Are we right in thinking its basically just an 18 with a bigger objective?

Best we can do is not charge your card until it's ready to ship. We emailed everyone that has a pre-order that should be covered in this next shipment. I got one run at this life. Plan on seeing it as long as possible and help the youth to make it through and hopefully enjoy a good world once this bad cycle hopefully bottoms out and cycles back up to decency.

If you are in a high density urban area that you expect to go snakeshit when the lights go out, like maybe it did last time and the time before that, why not relocate now before it's a life threatening crisis.
A more sensible approach would be to move now and relocate out of the city, ideally to a community that even in the more dire scenarios you're unlikely to need to bug out. A scenario where things are so bad that you feel compelled to leave your home with your family and need NV and other tactical gear to survive, doesn't sound like a scenario at least in North America that is going to last a few days and then you can just go home. If things really got that bad, getting back to civilized rule of law could take months or years. The idea of fleeing your home without a pre planned destination (aka a second home) never made sense to me, that's not a plan, that's an act of desperation.

For engagements, a good clip on thermal that doesn't compromise your day optics zero. A PVS 14 for mobility purposes to navigate within an IR laser designator on your long gun of choice, and a thermal spotter for scanning.
First and foremost is a decent FOM'ed PVS 14 solely due to it's sheer multiuse case, plus durability over an electrooptic (like thermal) and battery life.
Next (in my opinion) is a clip on thermal that supports magnifications up to 8x optical and has the ability to take rechargeable batteries. They have a greater variety of thermals out there now at ever increasing price to performance ratios (price going down, quality going up) that act VERY well as massive force multipliers. Being able to identify and engage targets at distance with your day optic puts you way above any potential adversary.
Last is a basic thermal spotter that can either be helmet mounted on a bridge with a PVS 14 (FLIR breach for a "budget friendly" example) or small/lightweight enough to be placed on a lanyard for quick target acquisition. To me, your thermal spotter can be of a cheaper quality and still perform the job quite well for detection purposes (since you aren't trying to hunt with this, but merely as a tool for evasion). Human targets are much easier to PID at range compared to differentiating between say a coyote and a hog.

No on warranty or customer service, but durability is a huge factor then.
One is none and two is one, for sure under that scenario.
Another idea that might help get your wife involved with learning and experiencing the technology, etc. is what we call a night vision date.
My wife loves to drive the Ranger at night under NODs. So we will take it out on the roads around here late at night and drive around blacked out for an hour or so, usually stop by our range, get a little driving in rougher terrain in, usually shoot a little bit, etc. It's helped her proficiency in using BNVDs greatly.
Quite a few (most really) of people that buy gear specifically for SHTF type deals like you mentioned don't actually get out and train enough. It doesn't have to be a 4 day Reece class climbing mountains and running from OPFOR, it can be little things like I mentioned above which will help her get used to depth perception, moving with NODs on, identifying things, etc.

Making it fun is the key. If it is she'll go more often which means you'll go more often. If she enjoys hiking/outdoors it makes it a lot easier as you can simply carry on your normal activities at night. Night use opens up a lot of local areas to us that we wouldn't go during the day due to them being packed with obnoxious people from the city. At night these people are all huddled around their campfires and you have the woods to yourself.
We're avid hikers and have acquired some nice glass for daytime use and digiscoping so a lot of our trips revolve around photographing/videos of interesting animals and locations. It was an easy transition to doing the same at night just with different equipment. This was why I recommended the hand held above. Good image and photo/video all in one package.
I'll paint with a broad brush here for a second and say that your wife like a lot of ours is well aware the wheels are coming off. I think women have a better instinctual sense for this than men. The thing is they also have an instinct that tells them that its not their problem and one of the reasons they keep us around is to deal with this sort of thing. They will make breakfast while we deal with the apocalypse.

Climbing back out of the Ditch that this thread took a sharp right into i took some pics that will show you how resolution and base magnification work on thermals.
Nox 18 on 1x 640 resolution. Tree line is 100yds
Same on 4x. Your now at 160 resolution. You have a bigger aiming point but zooming doesn't help with identification most of the time.
What your looking at through an 8x monocular with good glass
The thermal i linked above would have the same resolution at it's base mag of 2.5 that mine has on 1x. As you can see thermals can also be useful during the day and in cool weather the combo of thermal and a good pair of binos is tough to hide from.

Ideally, but if all the electricity is out, just wrapped in saran wrap and tossed in the old hot spring.
He would have assessed your gear, found you lacking, quickly uploaded a picture/post in the Pit mocking you than likely slunk off without your knowing not willing to waste his expensive ammo on you when some farmer with XM193 will be able to take care of it on his own.
Here's a picture of some horses in moderate cover at night. Optics are a tigIR 6z clip on thermal in front of a 1.5/6x elcan. Picture was taken on 6x optical magnification and 1x digital for a total net magnification of 6x. This shows you that if any part of thermal producing object is visible, you will be able to see it. Horses are roughly 175 yards away. With 3rd gen i2 NV devices, these would be very difficult to see.

I do. Further than ideal, which is why getting moving before the crowd is important.
If you haven't already, develop an 'information network' (LEO friends, military buddies, truck drivers, etc). This may give you several hours, or days, advanced notice of incidents that would trigger your 'tine to get out of Dodge' decision.
