A canted base does not add adjustment to a scope's internal travel, neither up nor down.
What it DOES do is shift your close range zero by 20 MOA up, so you dial the scope down to zero at close range. Then, you have biased the scope travel so that at close range (let's say 100yd) you have only a small amount of adjustment left below, but a lot more adjustment up.
For example: The Viper PST 6-24 has 65 MOA of internal adjustment. Splitting that down the middle, lets assume your 0 MOA base zeros 32.5MOA from each vertical stop.
Now you stick a 20 MOA base on it. It will zero (within some reasonable manufacturing error) at 12.5 MOA from the bottom and 52.5MOA from the upper stop.
The way your statement reads a 20 MOA base magically gives the scope 85 MOA of adjustment, which is not true.

If you want to keep the expenses down, EGW makes a pretty good rail for about $35, especially for a Savage since their external dimension control is much better than Remington's has proven to be.
