I'm putting on a scope/mount/rings on my brothers gun. What's something I can do to put between the gun and scope mount to keep it from rusting?

Loctite (blue) is commonly used, and recommended by some base manufacturers, between the base(s) and receiver, along with the mounting screws, but don't use it on the rings. I have yet to have one rust or come loose using this method.

I do agree with ktdls7 it is base on the gun manufacturers and I think their a product that can make your gun not to rust.

I use a healthy amount of light machine oil, enough that it runs over. Then mount the bases and torque to spec. Then wipe the excess off. I have taken mounts off after a few years and the oil is still there. I use Marvel super blend. Just a light oil, but works very good.

Loctite seems like a good idea. I was thinking a thin amount of wax between the mount and receiver. Its for a Marlin 30-30. Will
Loctite take off the bluing?

Loctite will not remove or affect bluing. Wax on the receiver and base surface will prevent the Loctite from bonding to surfaces, though that negates the one of the reasons to Loctite - bonding the base to receiver.

Have not used the oil so cannot coment on it. But I use blue Loctite between all my bases and recievers. It works by filling the very, very thin gap between the base and reciever leaving no gap for moisture to wick into and cause rust. Even with an aluminum base, the steel reciever can rust.
