Are you 100% certain it is a +20MOA base? Who made the base? Have you tried swapping the front and rear rings to see if there is any difference? Are you certain you installed the rings properly to the base? If so then you're likely Foxtrot Unicorn Charlie Kiloed with your current base and ring combo. Try different rings or base. I have Burris Z-rings on one of my rimfires, but they would not be my first choice for a centerfire. Good luck.
