Scope mounting issues with a CZ 452 training rifle

I am having difficulties mounting a NIKON 4.5-14x Buckmaster scope on this rifle.

I purchased a set of medium 11 mm Leopold rings (1"). When I attached them to the rifle, they were canted a few degrees off of being perpendicular to the action\barrel. They also would not allow the objective end of the scope to clear the rear sight.

So...I think I need a set of high rings, but I don't know for sure if they would provide adequate rear sight clearance.

My questions are:

1.) Are all the Leopold rings going to be canted? (I can't return them because I don't remember what website I got them from).
2.) Should I just bite the bullet and get the CZ high 11 mm rings?
3.) Will the high rings allow the objective end of the scope to clear the rear sight?
4.) Is the rear sight removable? (It doesn't look like it on my rifle).

to remove the rear sight adjust it all the way down to 25 yards,,with your thumb mash straight down on the sight leaf in front of the adjustment slide and it will slide out the back,,the sight base will not come off,,

the 11mm Leupold rings ,I think, the clamps are different and you can turn the clamps upside down and fit different receivers better,,

I really prefer the DIP pic rail +25 MOA

Believe it or not I run BLK-Tech rings on my 452 benchrest rifle.
Not a bad set of rings for the money.

Thank you for the replies. They brought an interesting alternative to me, namely the 11 mm to picatinny base.

There seem to be three options:
The BLK 200 series for $55-$60
The Evolution HD 80900 or 80902 for about $80.00 or
The Murphy MP1032 stainless for $125.00

Any of these bases would allow me to mount my US Optics 3.2-17x and I could put the Nikon on my 6.5mm-284. Considering that I would be mounting this scope on a CZ 452, would ther be any advantage to getting the Evolution or Murphy base over the BLK 200 series?
