So I am trying to wrap my head around something maybe you guys can help. If a scope is mounted and later you decide to move the scope forward would that change your point of impact? Lower? What say you

Yes it will change POA, possibly only a little, but it should be rezeroed.

Just re-zero the rifle and see if it moves the point of impact. It will be a little scientific experiment.

You are using a different equation. Mine is the angle of the dangle is proportionate to the heat of the meat when divided by the cube of the tube.

I'm going to speculate that you have the scope mounted on a rail with some cant, and that's why you're asking. The answer is no, the POI should not change any more than it typically does when fiddling with scope mounting. Confirm zero and move on.
