All other things being equal why would one choose CW vs CCW. Personal preference or are there other substantial considerations? Looks like I will be the perpetual student here.

The common is CCW. I use both CCW and CW and at times I get confused on wind and dial wrong way, so now I just hold for wind and it has been working well for me. I have not had an issue with the elevation but it could happen.
USA made scopes tend to be CCW and Euro Scopes tend to be CW.

CW=Clock Wise
CCW=Counter Clock Wise
I believe they are speaking about the turrets on the scope.

Does it male any difference since the scope turrets have arrows indicating direction of movement or am I missing something? I've never heard anyone ask this question before.

It does make a difference if you are used to one way and have a scope with the other way. It really boils down to preference and what you are used to.

if you have to shoot at night it makes a difference because you count clicks or if you have o dial for correction fast without looking.

A serious shooter should be extremely praticed with his rifle. You should not have to waste time looking which way the arrow points to add or subtract elevation / windage.
For me it boils down to the quality of the optic. I would never choose an optic based on which way they are set up,CW or CCW. Im going with the best optic I can afford based on my operational needs. Then pratice pratice pratice until you know exactly how the turrets work.
You dont need ammo and a range to do this. Set the elevation to zero, look through your dope book, pick a range and pratice setting your optic to the proper elevation. Then look and check your work, do the same for windage. With enough pratice it will become second nature. This is part of my daily dry firing routine.
