Like previously said, they collect data on Age, Sex, Size, Weight, etc. Not everyone has to turn in the skull (you eventually get it back). They alternate every year, odd or even numbers by tag number. Say if you have an odd number bear tag you might have to turn in the skull this year. This way they can collect data from about 1/2 the bears harvested. Now I dont know if collecting all this data is working for or against hunting bears in CA. I'd like to think that the Ca DFG is trying to keep hunting alive and is putting the data to good use.
