I read your title and thought you were talking about moving from one shoot position to another... Like you can walk or trot but you can't run.. But then what's the definition of a trot vs a run, maybe that turned into a debate at a match... I guess it would come down to both feet leaving the ground at the same time would get you a procedural for breaking the speed limit for that match as they want to keep it "safe" or a level playing field for all in terms of movement. But then even at a trot those really tall guys would out trot me at 5'11" so I would have an issue with the trot ruling and maybe there would need to be a caveat for short legged guys with long torsos like me? I would think so, maybe I can skip but I can't run but the tall lanky guys have to walk unless they have shorter legs for a lanky guy then they can trot but not skip. But then LowLight would get a caveat where he could run and that would suck because he'd be faster and out shoot the other guys.
Then I realized after opening the page that you're talking about FPS and I might be over thinking the title of the post...
