Have a Sako TRG 22 with zero MOA pic rail and intend to mount a Rzor HD 4.5-27 on it. Anyone know if the Spuhr SP-4601 (1.18 height) should be high enough for scope with caps?

Take the rail off and use the Spuhr that clamps directly to the action. One less set of fasteners to come loose. I’ll check what number mount mine is when I get home.
My mount is the ST-4702. The 4701 is probably better for rifles without cheek risers. I machined the stock to take KMW loggerhead cheek riser hardware so that solved any adjustability issues I had.
I have a 4801 and K525i on my -42. I’d get the 4701 for a -22 and ditch the crappy stock pic rail.
Yes, 1.18 will fit.
As far as I remember I had a SP-4011 on it (below).

1.18 would fit with ease, but definitely do go for the direct mount to the receiver dovetail if you can.
I have an Impact Precision with the 20 MOA rail, the SP-4601 with an extra 20 MOA and 1.18" height, and a heavy varmint barrel contour to boot. The objective lens housing on my PMII still has enough room that there's a gap of 0.1-0.15" between the bottom of the standard Butler Creek caps and the top of the barrel.
I wouldn't be able to fit all that much lower, not that they make any that are lower, but even with 40 MOA of inclination and a heavy varmint contour the 1.18" was plenty.
