My dad has a tikka t3 in 270wsm. It will not extract a case. It doesn't matter if it's a hot load or a tame factory load. The bolt will open, but we can not pull it back at all. Cases and bolt have to be basically beat out with a cleaning rod. Any suggestions?

Try taking a wooden dowell big enough to go into your chamber and put some fine grit sandpaper on it and spin it a few times to clean it up a little i had the same problem with a rem 308 it worked perfect.
