I'm thinking a wrench...chuck the die body in a vice unless it has flats machined into it already, then wrench the locking ring back and forth until it frees up. It could be some galling or a sliver from the set screw hole thats binding the locking ring in place, a little muscle should solve the issue. If its all rusted and seized up, then some penetrant like PB Blaster would help.

You can also try freezing it if nothing else works.

I have had this happen before, clamp the die in a vice and use a pair of Sinclair lock ring pliers to break the lock ring loose.

A trick that I learned when I first started reloading is to put a single lead shot in the set screw hole so the set screw does not hurt the die threads when it is tightened down.

all my redding dies use lead under the set screw. back out the set screw and hit the die down on a 2x4 piece of wood with the screw on the impact side to loosen the lead.

i'd maybe use a few drops of KROIL in there as well, I always make sure my dies are lubed before installing them. just in case i get a nasty case that lends to some elbow grease application...

KROIL is a great penetrating lubricant... it free'd up the action on a 50yr old rusted shut 1911.... and a few sewing machines....as well ;-D

Both RCBS and Redding use this lead shot trick, and the lead gets jammed in the die's threads. You have to loosen the lead. Lubing the die threads may prevent the situation.

The cross-cinch design like Hornady, Forster and the optional Lyman rings is far superior. RCBS used to make their lock rings this way, and Redding absolutely refuses to consider making a change. Sinclair also offers a lock ring. Forster and Hornady offer their rings in bulk quantity.
