Our SWAT team uses Surgeon sniper rifles. Not sure if its the Scalpel but its a 308 in an AI chassis. Very accurate rifles and Ive not heard them say a single negative thing about them.

I had one built years ago and it was a hammer, now it is wearing a 6.5 SLR barrel from WTO now. The action has 9000 rounds on it and it is butter smooth
I've shot several at the NRA World Shooting Championships - very well made and very accurate. However, I think you're paying extra for the name. Wound up getting an AI AT that cost a bit less than a Scalpel.
