I was looking at the l85 and saw the SUSAT scope and thought hey that may be nice to try. It got me thinking that maybe some sort of military surplus scope could be the ticket to get some decent optics for maybe not a ton of money. So I tried looking on the internet and I really cant find any sources of surplus scopes. Are there just not any out there, hard to believe, or am I just not looking in the right places?

Looks like you're not having much luck here, either.
I know of two mil surplus scopes that are available. One is the Hensoldt Z24 4x24mm with a BDC for the 7.62mm NATO round, and it's plentiful on eBay. It's an excellent scope, I have a few of them for my AR15s. Another is the Zeiss 1.6-6x42(?)mm Diavari(?) that was used by the Israeli army, and possibly the Germans too.

I can find a price in the Diavari, as there are some different ones, but it seems they ma go for less,but ill have to see where the auctions shake out.
There are other Hensoldts out there as well, some for decent prices. Would it be worth it to give these a look. Are they all of similar quality, as it seems they are Zeiss before they started calling themselves Zeiss.
Ive also seen some Kahles ZF-95 the seems nice, but that is also in the 300+ range. Ive more heard about them and not seen many for sale.

sometimes folks get wrapped around the axle on this surplus stuff......and ends up being some false economy.....you may end up spending more than you thought on mounts and rings and.....oh god what happens if the glass needs a trip to the factory for new tritium or collomization (sp) or a cleaning ...or something shakes loose......tune-ups on fuck-ups can be pricey,,,,,specially if there is no longer any institutional memory at the original maker of the glass........just a thought!

You're asking to spending 1/3rd or less than the minimum to get something considered an entry level quality optic and you want it to serve on a 22LR @ 50yds, an SKS that's designed to hit somewhere within the chest of a man @ 100yds (best two out of three) and then you want to run it on a 60yr old rifle not designed for modern pressures @ over a half mile. I think you may be trying to get that dollar to stretch a LITTLE far.
Ask some folks for recommendations on a good 22LR optic. I'm sure Tasco or Simmons makes some within your price range where you wouldn't be wasting your money. I personally haven't ever shopped for them so I couldn't say. Greg Leganus can stretch a dollar into a rain poncho. He'll hook you up. These will have parallax adjustments that will focus down to the close range of a 22 and work well for you. Then when the time comes you can get some sort of 4x scope for your SKS if you want, though frankly I think you'd just be wasting your money. If you're just wanting to kill a deer and feed your family or need something to respond to a Zulu horde then the SKS and Swiss will serve to make noise and endanger bystanders. But every dollar you flush down the toilet trying to turn these into some sort of precision rifle will just be one more dollar you'll have to come up with when you decide to just suck it up and buy a modern firearm.

If you're just wanting to kill a deer and feed your family or need something to respond to a Zulu horde then the SKS and Swiss will serve to make noise and endanger bystanders. This is something that will most likely happen over a decent period of time. I really don't know if Ill even scope up the SKS. It would be mostly for the 22 and a k31. I know I would probably be asking way too much for a scope that cheap. So 300 is the bare minimum for something decent, is that new or used? Most of the work will probably be done at 300, but like I said eventually id like to try and push it out to 1000. Yes it would probably require handloads, I understand that, but the standard gp11 will stay supersonic out to almost 900. It may be asking too much of a scope to be able to go from 50 yards out to 1k, also I dont know, Id be willing to bet though if one could it wouldn't be able to do either as well as something a bit more suited to the application.

the Swiss may be used for some hunting, but they will mostly just be for fun at the range and to see what I can get out of them. I will not be sinking bunches of money into them. The K31 is regarded as one of most accurate of the Milsurp rifles and from what Ive seen and been told they average groups in the 1-1.5 MOA range, noting to scoff at even for a new rifle and pretty amazing for a 60+ year old rifle. These are just ways for me to practice with inexpensive stuff until I decide to spend some real money. I feel they should be sufficient for what I need then for at this time, plus I have a bit of a thing for old military guns.
After having said all that, I know you cant skimp on glass, which is where I think I should spend the money. I will be able to justify it more If it can have multiple uses for me and if It can be something I can grow into down the road.

Take a look at the Falcon 4-14. It has parallax adjustment down to 15m, quality glass, and probably enough elevation travel to let you use it at long range with what will mostly likely be a flat base for that Swiss. I run one on my 22 trainer, but there are plenty of guys who use it on their primary gun (one of my best friends just ordered one for his SPS 308.) Just keep in mind that it doesn't come with an unconditional lifetime guarantee like the big boys, so I wouldn't try just tossing it off the ol' deer stand when you're done for the day.
The super sniper 10x is also a quality value-priced optic, though I prefer the variable and Mil/Mil setup on the Falcon.

Surplus glass from Israel comes on the market every now an then. The range finding retical print is in Hebrew. Not hard to understand/learn with a little range time, if you don't speak it.
Cheap is not happening with, quality surplus Military glass, unless it's a clone.

I've used a 60 dollar Simmons 22 mag scope on a 40x with very good results.
Not sure what you want to do, but it works, and very well for the cash output.
Much cheaper than what you may be looking for.

thats what I was starting to think. It seems to be a better bet to just get something commercial new or used than something surplus.
