Can't be mad at the man for that. Looking at the picture, I'm guessing that his apartment is that white building to the left, effectively making the roof of Chipotle his patio.

In all the years and incidents of catching people getting busy in the great outdoors, I never once arrested any of them (for that).
 
I agree on the concealment, but I was respecting the romantic moment. That extra 20 feet would have been contrived and planned, the mood struck on the roof of Chipotle and unless there's a train wreck of a body hidden below that mugshot, I personally wouldn't have been mad at him for going at it inside the Chipotle during lunchtime rush.

Newark, DE is a university town and I could bring the ban hammer on me by going into several pages of detailed stories. If you ever get a parking ticket in Newark, go to court to contest it. It will be a very entertaining morning listening to the weekly cases of 'misconduct'.

In this case, the cops should have shown some decency by looking the other way.
