That's nothing new. If you go back to the Live PD episodes there was a GA unit where the officer did the same thing. Got close, popped the tracker onto the rear trunk/panel. He did a short talk about it at the end of the chase.

What is the statistics for fleeing and stolen? 80% or better? (I don't know) If they stop the chase and find the car twenty minutes later they will have a very difficult time proving who was driving it.

Maybe a device could be mandated as a part of vehicle registration or inspection? Able to be activated by authorities from 100ft or less. Think of the potential revenue from fines? What about the multiplier effect in terms of the local economy? More attorneys. Assistant DAs. Public defenders.
Why not just use the cellular modem that's getting into every vehicle?? Don't you recall the ability to use cell data to track movements?? Just need that to be done in real time.
Yes, more government control over the entire population for a small percentage of actions is definitely the way to go.
