Thinking about building a cheap 8.6 blk...

As I said, I'm thinking about building a cheap 8.6 blk. I'm thinking of using a Ruger American donor rifle. I've had a few of them and I'm pretty happy with them overall. But I wanted to ask should I be considering a Howa 1500?

What's the best bang for the buck donor rifle you would pick?

How about a Howa Mini action in 338 Arc? But if I was stuck on 8.6 Blk, I prefer Howa 1500s over Ruger Americans.
