I understand that. It was more of a rhetorical question/statement.
There shouldn't be a connection between your phone number and your license plate. Why even open it? Just swipe it away or report as spam. Someone mentioned that they were in a rental car in Florida and started getting them. Connecting the dots says that some app on their phone is tracking them. Possibly tic toc or some other like photos. Many apps have tracking and it should be turned off so this crap doesn't happen.
 
Id bet here is someone inside involved. My supervisor and I are administration for our expanses. They seldom get used. I used mine locally a couple times without any texts. He used his twice on the express lanes in northern Va and we both got texts a day or two later.
