Tube micrometer is the only way to get an accurate number.
I found some micrometer holders for cheap at either Bullets.com or Grizzly and they will make life a lot easier when your taking those measurements.

I've been looking around Amazon, do you guys have any ideas on ones to look into and stay away from? It looks like the price can really climb pretty steeply on these...

I bought a Mitutoyo 115-314 ball-anvil tube mic on ebay for $40 shipped. Verified accuracy against shim stock mic'd with Scherr-Tumico.
Just ensure the anvil will fit inside all necks you intend to measure.

I use a Mitutoyo tube mic. Honestly though, you can get pretty close with (good) calipers if you're just trying to set up your turning tool. At least you can if they have precise, thin ground points on the caliper. Some of the cheaper calipers look more like monkey wrenches. Then confirm the total neck outer diameter with a loaded round. It's a little dicey, but it works if you're not in the market for a proper tube mic.
