I'm building a custom 308 on a Stiller TAC 30 for F-T/R competition. What trigger weight is commonly used for this type of shooting? I see triggers with pull weight in ounces and no safety such as the Jewell BR and the Timney Tactical. Are these too light or unsafe? I've never used a trigger less than 2 lbs. Does F-T/R competition require a safety?

All of our competition type rifles and pistols run about 1 1/2lbs and that is where we like them. Never had much problem even with heavy triggers as long as they are crisp. If you have good trigger control heavy hasn't been a big factor. I've seen a lot of shooters with light triggers get on target and know when they touch it it's gonna go off and I think that tends to lend itself to a quick controlled pull or jerk instead of a slow steady squeeze.
Some forms of shooting do tend to favor a lighter trigger so the shooter knows when it's gonna go off as they come back onto the target. Learn on a trigger in the 2lb area that is crisp and I think you'll find you don't need those hair triggers.

I got a timney on my R700 recently, set to 2 lbs and I absolutely love it. Lighter would be interesting, but I think that 2 lbs is pretty much perfect for me.
I by no means think that I know better than very talented/experienced shooters, but 2 lbs was very comfortable for me.

What feels good to me is something under 10OZ.

My two target guns are 3 and 2.5 lbs, both with good triggers, but for me there's a huge difference and I actually shoot better with the 3. I personally wouldn't want to shoot anything lighter unless it was on a rail gun.

My BR gun is at about 3oz, all of my other rifles from my 22-250 calling rifle to my 404J are set at 1.5 pounds. When I first started shooting it was with muzzleloaders with set triggers. Those were generaly in the 3-4oz range so light triggers were just what I became familiar with from the beginning.
