Ugh, bolt handle removal

Hey guys, mostly a lurker, here, at snipers hide but I'm in need of your help. I have new, larger, bolt handle that I got for my Savage 11VT that I am trying to install. I'm having issues with removing the bolt handle retaining bolt. As I'm sure plenty of you guys know, it's a pain in the balls trying to remove this bolt for the first time to install a new bolt handle. I've already tried putting the bolt in a vice and getting some extra leverage to crack the bolt for the first time.

Anyways this is why I'm coming to you guys; any advice or tips on how to remove a stubborn bolt? Any help would be greatly appreciated! Thanks guys!
 
You could try soaking that end of the bolt in a quality penetrating fluid for a couple of days. When you are done you can always pour the penetrating fluid back into a container for later use. If you you let is set for a couple of days I am sure you would be able to "break" the bolt loose.

Lay it on a flat surface rotate it counterclockwise from the rear , handle end , where the handle intersects, attaches to the bolt body should held down with one hand , while the other loosens the bolt assembly screw with a 1/4 inch Allen wrench held at 45 angle above bolt handle , should be able to push it down and loosen it
