Consider the big picture. To me, tis seems more of a way of putting the focus on any future supreme court decisions rather than any meaningful changes. I think it obvious any or all of these laws (if made) will go tonthe supreme court. I'm willing to bet this will be coming up in the election cycles to attempt to stop DJT another pick once RBG goes under.

I personally don't think he could do it on his own, as he has to have some national backing to some degree. I think VA was picked exactly for the reasons you state.
