High Noon brings the gaveling of the special session on gun violence. HB 4021 lumps the assault weapons, mag capacity, bump stocks and silencers into one ban. Legal owners of above items as of November 1, 2019 have until July 1, 2020 to dispose of or transfer out of the Commonwealth of Virginia to states where ownership of said items is legal. First order of business is to determine how long this session will go so it may be a few days before all the debating and voting is done.

Something I have never really understood is our tax stamps are issued at the federal level but a state can make them null and void?

The stamp is not for the ability to own the item, it is a tax paid upon the transfer. So the stamp wouldn’t be “null and void” since it only exists to prove that you paid tax on the transfer. Also, the VA law does not limits ones ability to own anything, just posses it within they state. Since it isn’t a matter if interstate commerce states typically have the ability to make their own laws governing this.
