They are two completely different scopes as far as I'm concerned with different features, magnifications, etc. What you plan on doing with the scope will determine which of those two options is the better for you.
One thing to consider when looking at the Trijicon...they suffer from really limited internal elevation adjustment (only 50MOA total)! Because of this, assuming you can zero your rifle somewhere near mechanical zero, you only have a max of 25MOA of elevation adjustment (maybe less) which make them ill-suited for long-range use. A 20MOA canted scope base will likely fix some of that, but it doesn't leave you much wiggle room to get zeroed.
The Leupold on the other hand has approx. 65MOA of elevation adjustment.
