It’s in the rules if you take the time to read them

I'm wondering if there should be more strict new member requirements and pre-qualification.
A read and repeat after me next to each rule before they are allowed to join maybe even a test.
only after 1hr of browsing can they post and only in the new members area.
Only after a few interactions in the new members section are they allowed to post in the general forum.
