Cops are not going to be in on it and Im guessing before EMS arrived at least one cop examined him, would have saw the tube and would have sent him on his way.

There’s absolutely nothing in hipaa that would prevent any medical personnel from alerting authorities to some sort of device that was meant to deceive.

The elderly man was waving his phone over the officers in an attempt to gather their phone information from the non contact transfer most phones can do now. When the man is on the ground the blood appears to be coming from in front of his ear, and not actually from the ear. If I can find thr video, watch the gentleman's left hand....seems he has something in it and he is squeezing it? He seems to be awfully still and plank like for someone who just "smashed his skull". I'm no medical guy but wouldn't that type of injury cause you to have seizures and limb twitching....not stiff as a board?
