When you fire a round, the brass fire forms to the inside dimensions of your gun's chamber.

The case can be extracted because when fired there is a bit of spring back with the brass.

Once fired you need to resize it prior to loading it again. If you neck size only all you do is down size the neck enough to put tension on the bullet when it is seated in the case. Even with neck sizing you will eventually have to FL size the brass. Some argue neck sizing provides the most accurate ammo. It depends on your gun, more explicitly, your gun's chamber.

If you choose to FL size the case the FL sizing die will resize the entire body, shoulder and neck of the case. The shoulder bump you are asking about is the down sizing of the shoulder area on the case. It is recommended you bump the shoulder back .002" to ensure easy chambering in your gun.

If your gun has a generous chamber and your die is on the tight side of the tolerance scale you can easily over work the brass. For example, if your fired case expands .005" in length and you always push the shoulder back that far you will have shorter case life from overworking the brass during firing and resizing.

It's good practice to know how much you are pushing (bumbing) the shoulder back. You measure that with a comparator and there are several on the market.
