This means if you own stock and it goes up in value and do not sell it, you still pay taxes on the gains. If it drops in value next year, you might get to write off 10% of the losses. So you are fucked 100% on the up swing and 10% on the downside. In New York state they were talking about a 10% assessment on property you own outright. Meaning if you own a home and it is paid for, you pay 10% of the value to the government every year on top of all the taxes.
