i'm looking at doing this for under $300 i can get a new 22 or build one from a 22 i already have. i have a Ruger 10/22 and a marlin 60 the Ruger is the shortest one Ruger makes and i think the barrel is messed up so i will have to buy a new barrel.
my question it what gun should i get or build for a person that's 6'4" and has long arms???
i have a good Bushnell 3x9 scope so that should keep the price some what down.

You could just modify the stocks of your rifles to better fit your frame. LOP spacers are a good option. Adding an adjustable butt-piece would also help you. These would make the stocks of your current rifles fit you much better.

I agree with Terror thier are plenty of aftermaket stocks for the Runger 10/22 platform that can extend your lenght of pull or look at having spacers put in depening on the stock or your availibility to a gunsmith. I have a 14 1/2 LOP being 6'5'' so I understand the frustration lol.

You can gain an additional 1/2" to 1" by adding a Limbsaver Slip-On recoil pad. You can even fudge that some more by adding some thicknesses of shim material under the pad.

Meanwhile the rifle itself remains unmodified and is easily and quickly converted back to it original state by simply slipping off the pad.

I'm 6' 5" and this is my main means to accomodate my height. A few of my rifles use spacers under the original butt plate.

I suggest you give the 10/22 barrel a good cleaning, including some soaks with Shooters' Choice Lead Remover solvent before you throw in the towel and spring for a new barrel. Also, make sure you don't order a barrel that's too wide for the barrel channel on the existing stock, or you may need to replace the stock too.

Re: what would be the best 22 for a big person

A freind who was coaching me in straight on shooting with pod saw me shooting with my shoulder way forward to contact the stock. He kicked me in the friendly way of shooting coaches an said "get a longer stock" so I added a morgan delux butt pad for 3/4".
Next time, he kicked me again and said "Get a longer stock!"
So i bought a 4/4 walnut board at the lumber yard cut out a spacer on the scroll saw, screwed it on between the stock and fancy morgan butt pad for another inch.
He kicked me again and said "GET A LONGER STOCK"
So I cut another peice off the walnut board and put it on between the stock and first spacer.
My coach did stop telling me to get a longer stock.
The length of pull is now 15 1/4.
The rifle was a bit awkward in standing at first, but it is very sweet in sitting and prone.
I have never had a stock that fit before.
There are lot of guys who want to make stocks. They all competing for the same market of shorter than average shooters.
Seems like some ambitious stock maker would start making stocks to fit bigger guys and do land office business.
