Where can I find a good NIb coated upper

I'm sure there are others...but that'll get you started. If not directly from the mfg, the usual AR parts sources like Rainier, DSG, BCM, BARFCOM EE, etc., etc.

Out of morbid curiosity...WHY?
 
You can get crazy spending money on "coated" uppers be they in NiB, NiB-X, NP3, etc., but at the end of the day you are paying a premium for a feature set that is generally unnecessary for your average range toy, fun gun, bench rider, etc. Sure...they'll get you some enhanced lubricity (NO...you can't really run them "dry" like many interweb myths seems to suggest), slightly easier cleaning/maintenance (maybe), and some additional wear resistance versus the standard annodizing/etc., but they also cost a fair bit more which, in my experience, is likely money better spent on other aspects of your build, like a higher quality trigger, barrel, optic/mount, etc. If a stripped NiB or like upper at a premium price is worthwhile to you versus a high quality, mil-spec, annodized upper at ~$80-100 (or billet for somewhat more), then by all means...have at it, but just don't go into it thinking that you are somehow getting a game-changing, accuracy/reliability enhancing, super upper by buying one that has been coated in NiB, NiB-X, NP3, etc.
 
That makes very good sense. So what I really need to focus on would be the barrel and bolt combo, like White Oak, Lothar Walther, JP etc?? This is an upper only. How would you build a very accurate DI upper?

I was under the impression it was more about the barrel than the upper. You can go all out and true the receiver face (Brownells, PTG make a tool for this) etc but as long as you don't go bottom of the line, it should be good. Others can chime in and correct me.

Edit: That said, there are lots of great makers of uppers (both billet and forged). Here's a few:

If you want 223 there is a wide selection of great barrels in all different shapes, sizes, lengths. I would definitely go with a 223 Wylde chamber. Rainier Match is pretty good value, but there are literally shit tons of good AR barrel makers. You can also get many custom barrel makers to make you an AR barrel.
 
I did look at Rainier once already for my AR10 their Ultramatch barrels looked pretty nice, I see they sell Noveske barrels as well. JP is very expensive, I don't know if they are worth that much more.

No, no, NO!!! The upper absolutely DOES matter, but not with respect to coatings, etc. It matters inasmuch as it is the foundation for your barrel, operating system, optics mounting, etc., etc. A "cheap" upper that isn't in spec will cause you more problems than having just spent a bit more on a quality, proven upper whether you opt for truing up the receiver face or not.

As for barrels, you can take your pick from a multitude of options, including but not limited to and in no particular order:

Krieger
WOA
Noveske (Pac-Nor)
Anything from CLE regardless of which blank its made from (they have Krieger, Bartlein, Douglas, Criterion, etc.)
JP (yes...they are more expensive, but include JP's matched, Enhanced bolt which is ~$125 upgrade in an of itself)
Shilen/Rainier UltraMatch
LW
