As far as I know, the ATF doesn't give a rats rear whether it's a centerfire ro rimfire... they only care if the barrel on a rifle is replaced with a pistol (sub 16") barrel.
I'm sure the reason that Remington doesn't make one is that despite what folks on boards like this think, the market for a "full size", high quality, .22 rifle is statistically barely above "zero"... On their scale of marketing, virtually NO ONE would buy a $700 .22 Rimfire. Sure, folks HERE are going to chime in with "I'd buy one!", but that's like saying you'd find someone to buy a pair of fur lined handcuffs at a BDSM convention. Try selling a pair at your local clothing store, and see how many sell.
Same reason Winchester, when HANDED the contract to make more Winchester 52D/E rifles for the Army, turned it down flat... (this was in the mid '70's) They had no interest in making smallbore rifles any more, because no one bought them. They dumped the whole line of quality .22's.
Remington made the same decision when they dumped the 581, and 541X, and 40X line (outside of a few custom shop guns they sell at ridiculous prices).
