I think he was so drunk he couldn’t even respond to the officers... NOT what a tweaker acts like. Being blind drunk and high on Mef are two completely different things, and although he was there, the cops recognized this.
Simple mathAdd on: meth is a felony in Florida, perhaps the cops couldn't pin it on someone at the time because of the circumstances of the situation, but they are planning to write up the case, and present it to the district/state's attorney office for review for filing a charge or charges based on the totality of the circumstances.
