The world has indeed gone nuts. The story is tragic and heartbreaking, but there's also something else important in that article. We all already know it but if anyone didn't believe it, the phone being off or the battery being dead/removed aren't enough to keep the phone from being tracked.

Rescuers contacted network provider AT&T to help track pings on Jack's phone despite it being out of battery power.
According to the Chronicle, the satellites still managed to pick up signals to triangulate his location that helped guide a group of about 70 searchers to Jack.
When they were within half a mile of the location given to them by AT&T, rescuers started shouting Jack's name until they heard a reply.
