My initial point was that they seem to be 2 different people. I assumed any normal person could see that the ears were really different between the two and question if one of the pics was wrong/not him. Rather, some type of a google image search resulting in something similar. How was the dead picture even out there to begin with? I think I remember it only being like 1.5-2hrs after it happened when that picture was circulating. Most departments have a policy against sharing crime scene pics, like when they got busted in the Kobe crash after taking pics. I understand most cops break those types of rules but it seemed real fast for it to be out there. The first thought a cop or SS had was "better get his pic out there to my twitter followers"? Doubtful. After that, the law enforcement sniper on the roof(the one with "police" on his vest) goes on 4chan? Again, doubtful and 99% horseshit.

My guess... he had a small amount of training, even if it was just practicing at a range, in prone on the ground. Enough to make the first shot, but not enough to be able to do it confidently under pressure. First shot came close but still didnt accomplish the goal. Subsequent shots were either showing his lack of skill and were wild misses while trying quick follow ups, or he knew he wasn't going to make it much longer and decided to spray wildly and get supporters as victims. Like you said, we will probably never know. That much makes your theory about a random guy taking advantage of the situation totally plausible. It's just the location he chose that brings up more questions about who else was involved.
So two CS teams and both chose positions that a tree blocked one location. And this shooter snuck past all of the LE and got in that one location.

The picture that he shows from the sniper spot puts them on the other side of the rally, adjacent to the lake. So now we are up to three teams and nobody thought the water tower was a good idea.

Man I was watching the video and heard one of them issue the command MOVE and I expected something to happen. Then when they took forever getting him down the steps and into the rig I was cringing and waiting for another shot. Man when I’ve trained vip protection I can tell you that speed is the name of the game. How can you know if the first shooter is the only one, or if maybe he’s just a bird dog for another shooter.
He must have inadvertently tossed the rifle and it slid when he took one to the gord.

I do believe there is a possibility some of those affiliated with certain three letter agencies might be able to profile and recruit depressed loners on SSRIs to do their bidding, i.e. the Rochester grocery store shooter among others. They don't even need to "hire them". I don't think it's very hard to pick out those online who, by mental illness, are already suicidal/ homicidal and susceptible with a little encouragement to do the wrong thing. Do they have to be proficient at the task? Not necessarily, just be willing to accept the risk of death that day. Remember, they impart zero value to innocent human life incidentally taken.
At this point I cannot be convinced, that even if the shooter did slip through the cracks in getting onto the roof, there wasn't an ample notice and opportunity with comms to get Trump immediately protected (off the podium/covered) while that individual on the roof was assessed.
