Don’t know if anyone saw this or even if this is the right place. Stumbled on this Ukrainian you tube video of a prs match/sniper challenge. Seems to be a mix of civilians and military. Actually looks super fun.

I've not found a definitive answer but I feel like the jolly Rodgers patch means something for Ukr....I've seen it a million times lately
The guy who leads the competition is named Oleksandr Baraneko.
Ex sniper in a special unit of the СБУ ( The Security Service of Ukraine )
The founder of the Alpha Bravo shooting club. Both civilians and active military personnel are trained on the basis of this club.
There are probably special programs for the military. Although I am not a member of this club, in the future I will try to participate in their competitions after switching to the appropriate caliber weapon.
There are enough educational videos on their YouTube channel
about methods of improving the training of active snipers of the Armed Forces of Ukraine.
Some are quite interesting. Of course, if you know the Ukrainian language.

The armory culture of Ukrainians dates back to the times of the Cossacks.
Shooting sports and competitions are developing in a positive way.
Of course, because of the war, our snipers are forced to adapt to new realities, the distribution of drones. But there are many enthusiasts and thinking people who do not consider drones to be a substitute for long-range shooting and the craft of sniping.
As for civilian weapons and laws, we have enough opportunities for the full development of shooting sports. There are shooting ranges and clubs. There are many enthusiasts of various types of shooting. Since recently, legal reloading and special permits for silencers for weapons are not required. But there are also differences between the US short-barreled weapons only a special permit. Or if the weapon is a reward, of which there are many now.
And also some legislative obstacles to the arrangement of civilian shooting ranges, which I hope will soon be abolished.
Personally, I don't worry and shoot on my land with safety in mind
