The guy that rented out the Lightning in TX owned 3 or 4 other rentals, I assume he had adequate insurance and was experienced in the biz. Would not be surprised if the Cybertruck owner was doing this to make his monthly nut. Some people do this to get a vehicle they cannot afford otherwise. He might have issues...

Turo is just a ride/car sharing service. Like Uber, except the 'rental' people just trust you to take their car and bring it back.
Why? Because if you go to Ryder or Hertz or other places... they want ID cards. They videotape you renting things. They ask questions. They want credit cards.
So Turo is a great way to get vehicles and subvert the system that now tracks cars' every move. This one is kind of a new one on me... But I can see the genius behind it. Untraceable cars. Owners who are basically dupes. No worries about crossing borders (rental car agencies don't let that happen in CONUS... at least not mostly).
If the alphabeti have any brains left, they will go to these car sharing companies and ask for a data dump... an will find that the people renting these car share vehicles are not all just a bunch of suburban hipsters who think they are oh so smart riding their electric scooters all week, and just renting a car from some trusting neighbor on weekends. Nope... they are going to find a lot of shitbags.
Feel sorry for the folks who were duped. They were just trying to make some cash on the side and get their car payment offset. By letting every Tom, Dick, Miguel and Haji borrow it. Wonder how many tons of drugs are coming across the border in 'borrowed' cars! Oh and if seized... have to be returned to the owner.

It's more anonymous than going to a rental counter at Hertz... and, sorry... I should not have said cash. Assume you have to pay on an App. Does that make it so people can pay with Venmo or Bitcoin or other 'less than open' payment services?

Understand... But tens of millions used Hertz and Ryder the year that McVeigh used it to blow the shit out of a building. Then the processes changed. Tens of millions took flights every year until a bunch of them flew planes into buildings and fields. They the processes changed.
Exploiting weaknesses is how successful terrorist operations happen. So why this one? And where else may there be vulnerabilities. Not blaming Turo or their customers. They were used. Not complicit. What made folks use them... and how does one stop it in future!

We're probably going to find out that hindsight, as usual, is 20/20 but there lots of clues. Well can't stop everything. Just saying that this probably did not happen in a vacuum.

You have to upload your DL to Turo. You have to pay via CC. I dont know if you can pay via bitcoin or the like.
I didnt end up using it due to cost, but I would ASSUME that the person who is renting you the car would verify "hey this is the same person as the DL on their account". I think most said "DL check required at pick up". Now obviously Turo cant enforce that end of the deal.
As to why both guys used Turo, no real clue outside of you pick EXACTLY the vehicle you want and will rent. Maybe they wanted a specific vehicle to send a message(vegas guy IMO), well you cant guarantee that at any ol rental place, but you can with Turo.
I dont think the fact that both cars were rented from Turo had anything to do with each other...just my opinion.

Correct! No cash transactions. It isn't anonymous, either. It has nothing to do with rideshare. It is more like an Airbnb service for vehicles. It links renters with owners.
You have to prove your identity via a legal driver's license. It is uploaded and checked before a rental can occur. I suppose you can scam the system if you have a good fake ID, but then you could do that with Hertz or AVIS, as well. There are many other terms and conditions as part of the agreement.
They are a legitimate company. I have used them on rare occasions when I need a car during business travel.
