Sognal is a secure form of communication app .gov uses. That's all I know, I never had one. Shawn states that the only way to change the code is to have direct access to the device and have logged into its protected user interface that only the owner would know... in other words, he is likely still among the living.
"Signal" is an app on your phone that encrypts your text messages to others that have Signal as well. So in other words no one can read these messages to your friends/family, such as google, apple, samsung, .gov, or whoever your phone provider is in theory. (NSA though had apparently broken this encryption when Tucker Carlson was arranging to talk with Putin).
Anyway, I think what they mean here that a safety code/number is assigned that is different between each person that you are texting.
If you see this has changed with a person, it implies that Signal has been reinstalled on the phone, or on a different phone and that you need to verify in person that you are still texting with the same individual. Prevents a man in the middle attack on your communications.
So as Niles Coyote has said, it appears he still may be alive, or that someone some how got his PIN and are reading his Signal texts now.

What about given the circumstances of this situation, the FBI subpoenas/gets a warrant the “Signal” creators to immediately enable access to the account. Not sure the loopholes needed to navigate such a thing. But my thoughts are, given the gravity of the situation, its probable the Signal people would immediately comply and offer whatever assistance to the FBI.

In theory, no. The way Signal operates keeps anyone on their end from ever having access to the messages. We were in a potential lawsuit position at work one time and all switched to Signal to avoid any texts getting out.

They will absolutely 100% cooperate with legal request.
Same with every single public VPN provider.

Signal's servers are in the US in Amazon's server network. Warrant, FISA or otherwise, equals data revealed. No one is going to jail for you. Plan accordingly.
Good for users. Not likely to be compromised by criminals/hackers. But .gov gonna get what it wants and your Signal account is still tied to YOUR cellphone. Just knowing who is communicating with whom is enough for They to initiate Social Network Analysis, which is where they can find cracks to exploit. Story I heard about Signal being compromised was that the hack occurred the old-fashioned way, and the receiver's device was directly observed by an agent, not that the AES encryption was compromised.
I believe that apps like Session, which are not tied to you or your cell offer the highest level of person-to person privacy. Adding a further level of manual encryption like SSE to Signal or Session is about the pinnacle of civvie privacy. Add a non-5 eyes based email service like Proton will help secure some email traffic as long as you are emailing another Proton account. As soon as you send someone with a gmail/msn/etc a message, the .gov will be able to access it, should they write a bogus FISA warrant, err I mean "choose to." Act accordingly.
