Shit, just look at the food and meds and whatever the UN sent to Mogadishu in the early '90s. Soon as the blue helmets were out of sight, in come the militia guys to cart it all back to the warlord's place. There were plenty of weapons to go around in the city, enough determined people could have tried to make a stand. I don't think it ever happened, though.

Supremacy clause has nothing to do with it. Before the civil war, there was no question but that a state could regulate things the federal government could not without violating the bill of rights. With incorporation came the idea that states were as limited as the feds.
