I think a first rifle should be an adult sized rifle. If size is such an absolute issue, buy a second stock, youth sized; but the youth will grow and will be especially pleased to have a rilfe they can continue to use.
I think a first rifle should be very basic, and essentially generic. Improvements can come with a later rifle. I am especially partial to the Savage MKIIF and MKIIG. I think that a masterpiece is nice, but for a first rifle, the youth should not be worried with subjecting the rifle to reasonable wear and tear.
Kid should learn to use iron sights, and both of these have them. Optics come later, and dot scopes are particularly good for plinking and small game.
I learned with my Mom's Winchester Model 67A. My Dad never really was much into shooting, my Elder Brothers were my mentors.
