Pred/ Reaper/ Global Hawk are national-level strategic assets. Tactical UAS can't take the endurance and payload penalty of lugging a Mode-C transponder, so most of them have Mode A that just squawks. sUAS in this class have nothing.

CRAM works good on... rockets, artillery, and mortars (go figure) but not as good against threats of this type. If it has a nice parabola to calculate then it can get on target (like the way Q-36 works). The low level flight, climb, dive bomb profile (or other profile) is more difficult.
Also all Air Defense Systems manufacturers push fake numbers. It was the same for Patriot in Gulf I as it was for Iron Dome today. Nothhing in the real world approaches those figures they throw out.

Purpose of Tower 22 is a Log Hub to support al Tanff.
Purpose of al Tanff is to protect the Conoco Phillips Oil stake.
It's cheaper for them than hiring security to steal the resources of the locals.
