Aftermarket LOP hardware

Is there such a thing that can be installed with basic hand tools? Are the spacer systems the best way to go on something like this? It's for a stock not a chassis.

Basic hand tools, probably not, but I recently installed this on my Manners T4A:

Lots of cutting, drilling, and routing was required, but it came out nice

To me that is basic. I guess I was referring to a mill or some such.
