You need
1. Everybody or at least most everybody to do it at the same time so they can't just send the oppressors to those who refuse.
2. the willingness to make the oppressors understand they cannot oppress and then go back and enjoy a nice paycheck provided by the people they just oppressed and those that call out the orders also are no longer able to have any control.
