Are custom actions (Defiant, Surgeon, Stiller ect) blueprinted by default?

Yes. The tolerances tend to be very tight on those actions.

They not really blueprinted since blueprinting is to correct problems with a poorly made part, Custom actions are made on CNC machines right the first time, unless there is problems with tooling or the machine.

Agreed and will add that "blueprinting" was commonly done in the days before/early days of CNC machining. Nowadays, CNC machining is so accurate and so consistent, even the best blueprinting jobs may not measure up to the products coming off of CNC machines.
