Rifle Scopes ARKEN EP4 6-24x50 with 34mm halo rings, 15 in/lbs torque doesnt secure scope too well, can rotate with hand.

Hello all, I went to mount my scope and used the appropriate rings from Arken Optics and the scope says to tighten the scope rings to a maximum of 15 in/lbs.
The rings themselves say max is 25 in/lbs but Arken says the scope is the limiting factor.

Well I went to 15 in/lbs and questioned how well these rings would keep the scope mounted, I was able to rotate the scope with my hand without applying all that much force.

I spoke to a guy who deals these scopes and he said I could either return the scope rings or put a small strip of electrical tape in the scope rings to take up some of that slack.

Any input?
Is this going to affect accuracy/precision?

First thing, did you use a torque wrench to tighten the fasteners to 15 in/lbs. or just do it by feel holding the short end of a T-15 wrench? Second, if your guy's advice is to put electrical tape in the scope rings, stop listening to him, that's horrible advice. 15 in/lbs with proper rings will keep the scope from moving under recoil, let alone by hand. I would return the rings, get a refund, and try some different rings.

Yep, With a wheeler torque screwdriver.
I think new rings are in order.
 
I would start out by returning the torque wrench. With 15 inch pounds on each of the four screws, ANY rings, now matter how misaligned, will prevent you the scope from being rotated by hand unless you were on the podium in the las World Strongest Man competition.

Who is the Arken dealer that told you to use electrical tape? That is a patently bad idea.
