If there's something better than Harris in that price range I have no idea what it is. In fact, until you spend Atlas money I don't think there's much else worth looking at,
Two sticks and some string, works as shooting sticks why not a bipod?
If the need for a "real" bipod is stronger than that, you can get either Harris or Atlas at Triad.

halo, I have one of the blackhawk clones and am unimpressed. Unless you have no real need for it to work well on your .22, I wouldn't cheap out if I were you. I had to spend time and effort to rebuild mine straight out of the package as the nut that controls swivel tightness was cross threaded from the factory and did not work at all.
I bought mine on a whim while at WalkMart and would not do it again.
I was intrigued by a BlackHawk Harris clone I saw at Walmart for ~$50. It was a 6-9" with swivel and pod lock features. I figured it might be good for my Savage MKii, but they don't have them anymore, just the 9-13".
Since I never got my hands on one, I can't comment on the actual quality. That said, I wouldn't count on it to be anywhere close to an actual Harris, but for a .22lr, I was almost willing to give it a try.
I'd look for a used Harris if money is an issue.
